Foundational Literacy and Numeracy means being able to read a simple text and understand it, and to handle basic number, by the end of Class 3. NEP 2020 names this as the country's most urgent educational goal and the NIPUN Bharat mission of 2021 exists to deliver it. The reason the target sits at Class 3 and the work starts at three is that the gap opens early and almost never closes later.
