হুগলির প্রায় প্রতিটি প্রসপেক্টাসেই এখন লেখা থাকে ‘NEP-অনুসারী’। আপনার তিন বছরের সন্তান সম্পর্কে নীতিটি আসলে কী বলে, এখানে তা সহজ ভাষায় লেখা — সঙ্গে সেই কথাটিও, যা বেশিরভাগ স্কুল বলে না: পশ্চিমবঙ্গ এই নীতির সবটা গ্রহণ করেনি।

The phrase NEP-aligned now appears on nearly every preschool prospectus in the district, and it is close to meaningless. A policy is not a curriculum. A school can be entirely compliant with NEP 2020 and still be a bad school, and a school can be excellent without ever mentioning it.

So rather than tell you we are aligned with it, here is what it actually says — and, more usefully, the part that concerns West Bengal specifically, which most of those prospectuses skip.

The one change that matters at three

Before 2020, Indian education policy officially began at Class 1. Everything before that — playgroup, nursery, kindergarten, whatever the board outside said — sat outside the school system. It was not regulated as school, not curriculum-bound as school, and not counted as school.

NEP 2020 brings ages three to six inside. That is the change. Everything else in the policy that touches a three-year-old follows from it.

The new arithmetic: 5+3+3+4

The old shape of Indian schooling was 10+2 — ten years, then two. The new structure is four stages, sorted by what a child of that age can actually do:

  • Foundational — five years, ages 3 to 8. Three pre-primary years, then Classes 1 and 2.
  • Preparatory — three years, Classes 3 to 5.
  • Middle — three years, Classes 6 to 8.
  • Secondary — four years, Classes 9 to 12.

Notice where the counting starts. Under 10+2, your child's schooling began at six. Under 5+3+3+4 it begins at three, and the first five years are treated as one continuous stretch rather than two unrelated things with an admission test between them.

Balvatika, and why you have probably never heard the word

NEP names the three pre-primary years Balvatika 1, 2 and 3 — roughly ages 3–4, 4–5 and 5–6. Balvatika means children's garden.

Almost nobody uses it in conversation. Parents say Nursery, Lower KG and Upper KG, schools print Nursery, Lower KG and Upper KG, and the words are interchangeable in ordinary speech. If a school tells you it offers Balvatika rather than Nursery, it has told you it has read the policy. It has not told you anything about the mornings.

Class 1 at six

This is the change families feel first, because it moves a date on a form.

NEP sets Class 1 entry at age six, with the three Balvatika years before it. The logic is straightforward: a child who has had three structured pre-primary years and starts Class 1 at six is a different proposition from a child who starts at five with none.

The practical effect is that the pre-primary years stop being optional in the way they used to be. They are no longer a nice thing to do if you can afford it. They are the first three years of school.

FLN — the goal everything else serves

Foundational Literacy and Numeracy is NEP's stated first priority for the whole country: every child able to read with understanding and handle basic number by the end of Class 3. The NIPUN Bharat mission, launched in 2021, exists to deliver it.

Why does a Class 3 target appear in a post about three-year-olds? Because the gap opens early and rarely closes. A child who arrives in Class 1 without the language, attention and confidence to be taught spends that year catching up on those instead of learning to read, and is then behind in Class 2 for the same reason. The work that decides the Class 3 outcome is mostly done before Class 1 starts.

Panchakosha Vikas

The National Curriculum Framework for the Foundational Stage (NCF-FS 2022) is where the policy becomes something a teacher can use, and it organises development around Panchakosha Vikas — five koshas, or sheaths: physical, life-energy, emotional-mental, intellectual, and the spiritual or values layer.

Its usefulness is not mystical. It is a refusal. It will not let a school report on a child's alphabet and call that a report on the child.

Now the part that gets left out

Education is on the Concurrent List. A state is not obliged to adopt a Union policy in full, and West Bengal published its own State Education Policy in 2023 which does not take on NEP's structural changes wholesale — it retains the state's existing school structure and sets out its own language framework.

For a parent in Hooghly this is not a technicality. It means the national headline and what your child's school actually does may not be the same thing, and a prospectus that says NEP-aligned has not told you which one it is following.

So ask. Three questions, and the answers should be immediate:

1. Do you follow NEP's structure, the state's, or a blend — and where exactly do they differ for my child? 2. What is my child's class called here, and what age does it take? 3. What age will you expect my child to enter Class 1, and at which schools?

A school that cannot answer the third one has not thought about where your child goes after it. That is worth knowing before you enrol, not after.

What we do

We follow NEP's developmental framing, and we say so in those terms rather than as a badge. Our own bands are Pre-Nursery from two, Nursery from three, Lower KG from four and Upper KG from five, counted as on the first of April. We use those names because that is what a parent in Garalgacha actually says.

Where the national policy and the state's differ, we will tell you which we are following and why, rather than quoting whichever one sounds better that week.
